shiro's efforts re: #2 would definitely be to support allura (and pidge), but after agreement with them, he would absolutely be up for joining other teams on ship. wherever he's needed, basically, though he will always check in with team voltron first. it's in all their interest to find out more and get in contact with others, though.

as for #1 and #3, his starting point of attempting to talk to the crew is obviously not going to yield much fruit. he isn't technically adept enough to find records, but if a leader is needed to make decisions or if any attempt is ever made to sneak into the off-limit areas of the ship to see if more information can be gathered, he's up for it. that's not something he would do on his own without checking in with/talking to others, though.
